On the afternoon of April 14, General Secretary of the Central Committee of the Communist Party of China (CPC) and President Xi Jinping held talks with General Secretary of the Central Committee of the Communist Party of Viet Nam (CPV) To Lam at the headquarters of the CPV Central Committee.

President Xi expressed his delight at paying a state visit to Viet Nam and exchanging the first round of mutual visits with General Secretary To Lam. As this year marks the 95th anniversary of the founding of the CPV, the 80th anniversary of the founding of the Democratic Republic of Viet Nam (which is now the Socialist Republic of Viet Nam), and the 50th anniversary of the liberation of the South, President Xi extended warm congratulations to the Vietnamese side on behalf of the CPC and the Chinese government. China will support Viet Nam as always in advancing along the socialist path suited to its national conditions, successfully holding the 14th CPV National Congress in 2026, and marching toward the Two Centenary Goals of the CPV and the country.

President Xi noted that this year marks the 75th anniversary of China-Viet Nam diplomatic ties and the China-Viet Nam Year of People-to-People Exchanges. Over the past 75 years, no matter how the international landscape evolved, the two sides had supported each other in the struggle for national independence and liberation, advanced the cause of socialism hand in hand, and forged ahead with modernization of the two countries, serving as a model of unity and cooperation between socialist countries. Facing a changing and turbulent world, China and Viet Nam staying committed to peaceful development and deepening friendship and cooperation has brought much-needed stability and certainty to the world. Standing on a new historical starting point, the two sides should build on past achievements and join hands to renew their long-standing friendship featuring “camaraderie plus brotherhood.” In line with the overarching goals characterized by “six mores”, namely, stronger political mutual trust, more substantive security cooperation, deeper practical cooperation, more solid popular foundation, closer coordination and collaboration on multilateral affairs, and better management and resolution of differences, the two countries should advance their comprehensive strategic cooperation with high-quality efforts, ensure steady and sustained progress in building the China-Viet Nam community with a shared future, and make new and greater contributions to building a community with a shared future for mankind.

President Xi pointed out that building the China-Viet Nam community with a shared future carries important global significance. The two countries both following the path of peaceful development and their over 1.5 billion people marching toward modernization together will provide an effective safeguard for peace and stability of the region and even the world, and give a strong boost to common development. Both countries are committed to opening up, and play a positive role in keeping regional industrial and supply chains stable and smooth and in promoting economic globalization. A single small boat may not survive a ferocious storm; only by working together can we sail steady and far. As beneficiaries of economic globalization, both China and Viet Nam should strengthen strategic resolve, jointly oppose unilateral, bullying acts, uphold the global free trade system, and keep global industrial and supply chains stable.

President Xi proposed six measures to deepen the building of the China-Viet Nam community with a shared future:

First, elevating strategic mutual trust to a higher level. Leaders of the two Parties and two countries should visit and communicate with each other frequently like family do. The two sides should make good use of such channels as between political parties, legislative bodies, and political consultative organizations, and deepen experience sharing on national governance to strengthen the two Parties’ capabilities in leading the modernization of the two countries.

Second, building more robust security safeguards. The two sides should designate their “3+3” strategic dialogue on diplomacy, defense and public security as a ministerial-level mechanism to strengthen strategic coordination. They should better utilize defense and law enforcement cooperation mechanisms, resolutely crack down on cross-border crimes such as online gambling and telecom fraud, and strengthen bilateral and multilateral law enforcement and judicial cooperation, particularly within the Lancang-Mekong Cooperation framework, to protect the life and property of the people and uphold regional security and stability.

Third, expanding higher-quality mutually beneficial cooperation. The two sides should seize the great opportunity of faster formation of new quality productive forces in China and new types of productive forces in Viet Nam to upgrade bilateral practical cooperation. They should work to fully connect their standard-gauge railways, expressways, and smart ports as early as possible, and advance cooperation on AI, IoT and other high technologies. China will always keep its super-large market open to Viet Nam, and welcomes more premium Vietnamese exports to China. China encourages Chinese companies to invest in Viet Nam, and hopes that Viet Nam will create a fairer and more friendly business environment.

Fourth, making the people-to-people bond more broad-based. The two sides should seize the opportunity of the China-Viet Nam Year of People-to-People Exchanges this year to hold more friendship activities that reach the communities and resonate with the public, and strengthen cooperation in tourism, culture, media, health, etc. The two countries should further tap into revolutionary resources and tell stories of friendship, and China will invite Vietnamese youths to China in the next three years on red study tours. This will help the people of the two countries, especially the younger generation, understand the great sacrifice that led to the founding of the two socialist countries and the great value of their good-neighborliness, friendship and cooperation. It will cultivate more dynamic forces that drive the growth of China-Viet Nam relations and the development of the two countries.

Fifth, carrying out closer multilateral coordination. The two sides should jointly safeguard the outcomes of the victory of the Second World War, firmly defend the U.N.-centered international system and the international order based on international law, promote an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and strengthen cooperation within the framework of the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. China will stay committed to the principle of amity, sincerity, mutual benefit and inclusiveness and the policy of developing friendship and partnership with its neighbors, deepen friendship and cooperation with neighboring countries, and see that Chinese modernization delivers more benefits to its neighborhood.

Sixth, engaging in more constructive maritime interactions. The two sides should implement the common understandings reached by the leaders of the two countries, properly handle maritime issues, expand maritime cooperation, make the decision to launch joint development, and work for the early conclusion of the code of conduct in the South China Sea (COC).

General Secretary To Lam extended a warm welcome to General Secretary and President Xi Jinping on his state visit to Viet Nam on the occasion of the 75th anniversary of diplomatic relations between the two countries. General Secretary To Lam stated that General Secretary Xi is an outstanding leader of the Chinese people and a great friend of the Vietnamese people. That General Secretary Xi chose Viet Nam as the destination of his first overseas visit this year fully reflects the importance he attaches to Viet Nam-China relations and his support for Viet Nam. This visit will surely become a new milestone in the history of friendly exchanges between the two Parties and two countries, and will further advance the building of the China-Viet Nam community with a shared future that carries strategic significance.

General Secretary To Lam said that under the strong leadership of General Secretary Xi, China has secured historic achievements in the cause of socialism with Chinese characteristics, Chinese modernization is being comprehensively advanced, new quality productive forces are developing rapidly, and China’s international standing is continually rising. The Vietnamese side extends its heartfelt congratulations and expresses its appreciation to the Chinese side for its long-standing, strong support and assistance.

General Secretary To Lam noted that Viet Nam and China are both socialist countries under the leadership of Communist parties, and developing relations with China is an objective requirement, a strategic choice, and a top priority for Viet Nam. The Vietnamese side is firmly committed to the one-China policy, supports China in realizing national reunification, and resolutely opposes any “Taiwan independence” separatist activities. Advancing Viet Nam-China relations serves the fundamental interests of both peoples and aligns with the trend of the times. The Vietnamese side looks forward to working with the Chinese side on the following aspects: to intensify high-level exchanges between the two Parties and two countries, strengthen experience sharing on national governance, increase strategic security cooperation, and continually consolidate political mutual trust; to raise the quality of bilateral cooperation, and create more highlights in areas such as economy and trade, science and technology, infrastructure, and environmental protection; and to promote people-to-people exchanges, step up local and youth interactions, and strengthen tourism cooperation to foster mutual understanding and amity between the two peoples. Viet Nam supports the vision of a community with a shared future for mankind, and the Global Development Initiative, Global Security Initiative and Global Civilization Initiative put forth by General Secretary Xi. It highly commends the establishment of the vision of building a peaceful, safe and secure, prosperous, beautiful and amicable home with neighboring countries and the policy of fostering an amicable, secure and prosperous neighborhood at the CPC’s Central Conference on Work Related to Neighboring Countries. Viet Nam is ready to strengthen coordination and cooperation with China to uphold multilateralism, adhere to the Five Principles of Peaceful Coexistence, safeguard international trade rules, abide by the agreements signed by the two sides, and jointly contribute more to world peace and the progress of humanity. Viet Nam is ready to properly handle maritime differences with China and uphold maritime stability.

Prior to the talks, General Secretary To Lam invited General Secretary Xi to a small-group tea meeting. The two general secretaries exchanged views on Party and state governance philosophies. General Secretary Xi pointed out that Party building is vital to the Party and country’s future, and the conduct of the Party bears on its public support. The CPC Central Committee decided to carry out Party-wide activities this year on fully implementing the spirit of the central Party leadership’s eight-point decision on improving conduct, so that further improved Party conduct provides a stronger guarantee for further deepening reform comprehensively to advance Chinese modernization. The two general secretaries agreed to strengthen exchanges and mutual learning, and help each other succeed on the path of socialism.

After the talks, the two general secretaries jointly witnessed the display of 45 bilateral cooperation documents signed between China and Viet Nam, covering areas such as connectivity, AI, customs inspection and quarantine, agricultural trade, culture and sports, people’s well-being, human resources development, and media cooperation.

The two sides issued a joint statement on further deepening their comprehensive strategic cooperative partnership and accelerating the building of the China-Viet Nam community with a shared future that carries strategic significance.

On the evening of the same day, General Secretary of the CPV Central Committee To Lam and Vietnamese President Luong Cuong jointly hosted a welcoming banquet for General Secretary and President Xi. Members of the Political Bureau and the Secretariat of the CPV Central Committee and all other CPV leaders were present.
