On the afternoon of June 27, 2023, President Xi Jinping met at the Great Hall of the People with Prime Minister of Vietnam Pham Minh Chinh who is on an official visit to China.
Xi Jinping pointed out that after the conclusion of the 20th National Congress of the Communist Party of China (CPC), he invited General Secretary Nguyen Phu Trong to visit China, and they jointly charted the course for the development of China-Vietnam relations. This year marks the 15th anniversary of the establishment of China-Vietnam comprehensive strategic cooperative partnership, and exchanges between the two countries at all levels have been increasingly close. Xi Jinping said that the common understandings reached between him and General Secretary Nguyen Phu Trong are being implemented. China regards Vietnam as a priority in its neighborhood diplomacy, and believe that the two countries are a community with a shared future with strategic significance. This is a strategic choice China has made based on the long-term development of bilateral relations. Facing an increasingly challenging and complex international situation, China and Vietnam need to uphold the spirit of equality, mutual benefit, solidarity, mutual trust and win-win cooperation, and join hands to work for common development to bring more benefits to the two peoples, and inject greater stability to this world of change and turbulence.
Xi Jinping emphasized that China and Vietnam are both socialist countries and comrades with a high degree of mutual trust, partners pursuing win-win results, and friends who know each other well. The two sides need to deepen exchange of experience in party and state governance, adhere to the philosophy of putting people first, and firmly support each other in pursuing socialist paths that suit their own national conditions and modernization paths with their own characteristics. The two sides need to engage in high-quality Belt and Road cooperation, enhance the synergy of development strategies, leverage complementary advantages, and accelerate the advancement of practical cooperation in such fields as infrastructure, smart customs and green energy. China is ready to import more marketable Vietnamese products and welcomes Vietnam's active participation in the third Belt and Road Forum for International Cooperation and the China International Import Expo in the second half of this year. The two sides need to enrich people-to-people and cultural exchanges to enhance mutual understanding between the two peoples, especially the younger generations, and consolidate the social foundation for the development of bilateral relations. The two sides need to jointly oppose decoupling and severing industrial and supply chains, and oppose politicizing economic, scientific and technological issues. The two sides also need to uphold international fairness and justice, and their own development rights and interests, make the international order more just and reasonable, and create a peaceful and stable external environment for the modernization drive of the two countries.
Pham Minh Chinh said that China is a major country in the world, and a close and friendly neighbour of Vietnam. Continuously growing a long-term, stable and sound Vietnam-China relationship has always been the strategic choice and top priority of the Communist Party of Vietnam and the Vietnamese government. Vietnam will always remember and sincerely thanks China for the long-term, valuable assistance it has provided to Vietnam, and cherishes the comradely and brotherly relationship carefully cultivated by the older generations of leaders. Vietnam is proud of the major innovative achievements the CPC has made in theory and practice, and believes that under the vigorous leadership of General Secretary Xi Jinping, China will surely succeed in realizing Chinese modernization and building itself into a great modern socialist country. Vietnam is firmly committed to the one-China policy, supports the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative put forward by President Xi Jinping, supports China's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, and will continue to actively participate in Belt and Road cooperation, deepen cooperation in various fields, and advance the constant progress and development of Vietnam-China relations. Vietnam opposes the politicization of economic issues and is ready to work closely with China to guard against and combat all kinds of risks and challenges, and will never allow any force to drive a wedge between the two countries, so as to develop a Vietnam-China comprehensive strategic cooperative partnership with a shared future.
